FE devel rebuild?

I prefer a manual rebuild for two reasons:

- A lot of people don't want everything rebuild because it requires a
lot of downloads for users -- noarch packages for example don't require
a rebuild this time afaik

- A (really) nice side effect of a manual rebuild by maintainer: we find
orphaned packages and AWOL maintainers this way and clean everything up
before FC6 gets shipped

But yes, a script like the one Hans asked for might be helpful. f13
probably has one ;-)
