remove rpmlint no-documentation warning on -devel subpackages?

Packagers need to double check the source tarball for any
documentation that should go in devel.  Keep the rpmlint warning.

The fact is rpmlint is going to give warnings all the time on stuff.
You just need to know when to ignore them much like any C programmer
would ignore warnings from lint.
