Don't you think it would be better to also check that fcron.conf is owned by 
root?
I think it wouldn't be an issue for Fedora and would increase security
(in case the administrator erroneously chown the file to someone else
than root).
Not checking the group is not a real problem, so you can skip it (as you do it 
right now) if it's better for Fedora.

I don't know where it comes from :/
Don't you have anything in the log (especially in auth.log) ?
