What's worse: unowned directories or multiple owners?

Place the files into a subpackage with the corresponding Requires: for
emacs.

Another fix (which requires work in Core) would be an lightweighted
emacs-filesystem package which defines only the filesystem used by
Emacs. Same applies to things like pkgconfig or autoconf.
