Click on the "Extras/NewPackageProcess" link at the top of the page, 
just above the "This document is for existing Contributors only".

It says that there are indeed no pages currently linking to that one. 
It's wrong though, because http://fedoraproject.org/wiki/Extras links to 
it quite prominently.

Perhaps this is a manifestation of something like:
http://moinmoin.wikiwikiweb.de/MoinMoinBugs/LinksWithTitlesNotIncludedInSearchResults
