Because the Group field has no real structure (its just text), has no concept 
of optional/default/manditory, there is no way to express a package may live 
in multiple groups, no way to conditional include packages (you select one 
language, and part of that language is KDE files for that language, but only 
include the KDE files if you've got KDE itself selected, etc...
