Lemme make this clear.

If the user downloads something in your package/subpackage, and it
doesn't work because of a missing dependency (e.g. perl/python/ruby) not
present, then you screwed up. Don't assume your users have a sane
environment, or even that your users possess the faintest amount of
clue.

Not having necessary Requires for things is a blocker.
