Fedora Extras packaging beta software into production repos, why?

Hence it should have been put in devel to mature, instead of creating beta
version rules or packageset freezes. I'll take a partial packageset
composed of beta versions that took a beating in an actual repo any day
over full packagesets of "stable" software fresh out of review.
