Not if make plague is run twice within minutes.

Only if build job #1 finishes and is published before build job #2
finishes and overwrites the results of job #1 (or vice versa depending on
build speed).

In this case, moodle-1.6.3-2.{fc4,fc5} were released on 23-Oct-2006 before.
