Fedora Extras packaging beta software into production repos, why?

One of the most crucial aspects of the package review process is that we
want packages in the distribution which work actually, NOT to be
misunderstood as "we approve something to let it in and then the packager
can do with the package what he wants and needs no stinking reviews
anymore".

The reviewing is still considered a hurdle, a bottleneck. In some people's
minds, Fedora Extras doesn't grow quickly enough. This is dangerous.

We must be able to rely on the reviewers to only approve something which
is usable. This is particularly important when there are dependencies,
which still wait for approval.
