Extras packages queued for removal after (non-)rebuild

scalapack/scalapack-devel were built on Friday, needs.rebuild was
removed then.

I've finally managed to figure out why R-RScaLAPACK wasn't building, its
now built for development, and needs.rebuild is removed.
