What is the current way to import a new package?

Hi,

I know things have changed regarding owners.list, and CVS ACLs, but...
the wiki page doesn't seem to reflect any of those changes :

What should I do? I tried the "normal" cvs-import.sh way, but got :

(sorry for the ugly line wrapping...)
So it ended up aborting, but it said it created the CVS module, sent
emails... I'm afraid I did something I possibly shouldn't have :-/
