What is the current way to import a new package?

Sure, but what scares me is that the "libmp4v2" CVS module was created
with a messed up content : It has a "common" directory inside it with
the same content as the "common" directory one level below, from where
I ran the import script.
I really thought I only needed help from a CVS admin in order to get
added to the owners.list file...
