1) Use existing review ticket, even if it is CLOSED, this is fine.
2) Write in a comment the change request and justification if appropriate.
3) Set fedora-cvs?

So, you have to search what is the original review request for
buildbot and write something and set fedora-cvs flags properly.
For this case, the original buildbot review request is _perhaps_
