co-maintainers wanted and how to update owners.list for packages that have no review ticket (was Re: Unorphaning buildbot)

And how to realize it for all those early Extras packages that got 
reviewed on the mailing lists or got imported from freshrpms and 
fedora.us directly? Those have no review ticket in bugzilla.
