Yeah, I have come to that conclusion as well...

Just to clarify... they are not approved. They have been approved to be
reviewed by FESCo. So, now someone needs to step up and review them and
make sure they meet all the guidelines and approve them... 

kmods need an extra step of being given the go-ahead by the board
before they can be reviewed.
