it defines unicode characters for range 0970-097F in devaCharClasses

It add support for following characters
0970: sign  (known character)
0971: sign ( reference http://www.dkuug.dk/jtc1/sc2/wg2/docs/n3125.pdf)
0972: Independant Vowel (known character)

097B-097F: Consonant (reference http://std.dkuug.dk/JTC1/SC2/wg2/docs/n2934.pdf
