Yes but how?

The only other idea I can offer is an m17n-contrib input-method:

Currently in fedora m17n-db-latin we have latn-post and latn-pre
which provide c, -> ç and ,c -> ç respectively (plus lots of
other accent bindings for qwerty), but it is trivial to make
map for 'c -> ç, etc.
