Nm, Tagoh-san pointed me in the right direction.

- Need to make sure gtk2-immodule-xim is installed. ;)
- Login from gdm with lang=pt_BR.UTF-8 and kbd=us(intl).
- Run $ GTK_IM_MODULE=xim gedit.
- Enter [']+[c] to produce [ç].
- Game over. :)

But we need some imsettings to allow turning on
XIM in this case.
