Stephen, as Leon pointed out, the locale is zh_TW.UTF-8, but
not zh.TW.UTF-8. so correctly something you want,
$ export LANG=zh_TW.UTF-8
$ export GTK_IM_MODULE=iiim
$ gedit
[snip]
SL> Right click --> Input Method --> X Input Method
And then, it should be Internet/Intranet Input Method
