[Fedora-i18n-list] KDE keyboard layouts

When I was testing Indic langs I got the same problem. Please refer to
this bug:

Do "ln -s /usr/X11R6/lib/X11/xkb/rules/xorg.lst
/usr/X11R6/lib/X11/xkb/rules/xfree86.lst" and runs kcontrol again 
should fix the problem.
