  I have created sourceforge project for Indic Onscreen Keyboard(iok).
You can now download tarball at http://sourceforge.net/projects/iok
  I request you to test this application and if you found any bugs
please report them at http://sourceforge.net/projects/iok
 
Note:- If you are installing from tarball then make sure you have
libXtst-devel, gtk2-devel build dependency rpms installed on fedora.

Ok, you might try checking if you have XkbVariant in xorg.conf - someone
communicated that it might help.

Otherwise maybe check if you are not overriding the keyboard setting in
gnome or your desktop.  If can you reproduce systematically with a fresh
user account, please file bug in bugzilla.
