IIT Chennai has one although they aren't listed in the official mirror 
list either. We are working on that.

It is possible to list the mirror in the mirror list but not make it 
public so that your college can access it first.

You should atleast point to the official list for SRPMS after talking to 
Matt Domsch (CC'ed)  about this.
