That 'FUDCon' thing

uhm.. what i mean is what talents n capacities do you have to possess? Im  more a user and hardly have any knowledge  on the development etc side.. Would love to learn,but that's a different thing. can newbies like me participate in the event at this stage??

I am not sure I comprehend your question. However, if you meant to ask 
'who can participate' I'd say the response would be everyone who
uses 
Fedora and wishes to contribute according to whatever capacity and 
talent they possess.
