We don't control that. Mirrors are managed by volunteers and sync on
their own schedule. There has been some discussions of using a push
instead of a pull model to mitigate such issues in the infrastructure
list but there is always going to be some delay before the build and the
mirror sync.

You might try

# yum clean headers

# yum install gnote

Since the Indian mirrors are particularly slow, you might want to
consider pointing to a specific mirror instead of using the mirror list
as well.
