Change request: start releng2 guest on xen2

So these are the risks:

1) I don't know what state this box is in
2) I don't know what IP its listening on


2) is easy to check and fix without much issue.  1) I'm not sure about.

Luke, did you or Jesse setup any cron jobs or anything on there that you
know of?
