I'm unclear on that one; can you point out any reference in the
Packaging Guide you have found?

Trading package reviews.  It is a good first step with a package
review to have a peer review it before you seek full sponsorship.
This saves the sponsor telling you things that we *all* need to be
learning; it helps each of us learn from each other's experiences.
