The authors know the detail so I'm fine to wait the discussion in the
upstream.

But I think they will answer that htt_server has enough security
for running as root:
- Default setting allows access from 127.0.0.1 only.
- LEs will lose root privilege at each startup.
- LEs need to run as each user.
