With regards to comment 1, at the time it seemed all the language
files were so similar that unifying to one file made sense -
more so because of the common code needed to setup MuleUCS for utf-8.

But in retrospect perhaps it would be better to split up
lang-coding-systems-init.el again: specially if different
coding-system orders are going to be needed for different locale...
