fedora-legacy agrees to enforce rpm upgrades? (was: Warren's Package Naming Proposal - Revision 1)

I don't know if i was agreed to, but it seemed that the majority were not
against it.

There were more than just you two.  And since I didn't vote before, I'll
add a late vote for requiring the RPM upgrades...
