RFD: Alternative Release Support

I think what I am trying to say is that I, along with a lot of other
people, would like that policy to change. As no security releases are
yet being issued by Legacy, this seems like the time to make such
adjustments to policy. Supporting every other release is a purely
conservative move, an effort to concentrate limited developer resources,
and a move I think that will be beneficial to the OSS community overall.
