A quick look at /8.0/i386/base on your ftp server shows that 
pkglist.updates-testing.bz2 was last modified on 02/12/2004.  I would run 
your apt repository script again for the updates-testing module.  Once that 
is done, run your two apt-get commands again and everything _should_ work.
