default yum configuration for Legacy

Personally, I don't have a problem if yum updates the kernel by default,
provided that it isn't running as a service.  I presume it prompts you
similarly to apt.  That said, the current apt candidate will upgrade
the kernel.  So, if we change it in yum, we should make apt match.
