RH bugzilla migration

I was told that the actual migration would start tomorrow, and finish
tomorrow.  I'm going to say tomorrow evening (PST) or Thursday.

Initially all the bugs will be assigned to a dummy user, and we'll
'cherrypick' bugs out of this dummy user into our various accounts.
