New bugzilla status whiteboard / issues.txt

Hi,

I further enchanced the script to also show the "other bugs" (those 
that don't have needs{work,release,build}, publish, verify or discuss 
tags; this showed a couple of dozen cases where the ball had dropped, 
and I cleaned up some of them.
