Possibly interesting? submit.cf is older than submit.mc and the mc was
changed recently in the "first" sendmail update.

[root at stancomb root]# ls -l /usr/share/sendmail-cf/cf/submit*
-r--r--r-- 1 root root 38944 Jan 18 2004
/usr/share/sendmail-cf/cf/submit.cf
-rw-r--r-- 1 root root 952 Mar 26 03:34
/usr/share/sendmail-cf/cf/submit.mc
-rw-r--r-- 1 root root 802 Sep 11 2003
/usr/share/sendmail-cf/cf/submit.mc.pid
