Because there is no possible way to prevent it.
Physical access to the drive ALWAYS wins.
If you worry about it, lock up your machines.
BTW, you can also do the same thing with Windows machines, just not as
cleanly. (Using Windows recovery tools to bypass Windows security.) You
can also mount Windows discs using Linux. Or Solaris. Or Irix. Or even
SCO.
