I configure my /etc/X11/XF86Config in this maner:

Section "InputDevice"
Identifier "Keyboard0"
Driver "keyboard"
Option "XkbRules" "xfree86"
Option "XkbModel" "pc105"
Option "XkbLayout" "us,ru(winkeys)"
Option "XkbOptions" "grp:shift_toggle,grp_led:scroll"

This permits you use the standard russian layout and to switch between
keyboard layouts in X by pressing <Lshift>+<Rshift>. ScrollLock led will
be turn on with russian layout.
It seems to me that FC1 has not translitarate cyr layout by default.
