Well if it's just one script, something like this (standard stuff
omitted here):
Source: yourscript.pl
...
%prep
# do not unpack %SOURCE0, but create build directory
# (not sure of this is needed at all)
%setup -c -T
%build
%install
rm -rf %{buildroot}
mkdir -p %{buildroot}%{_bindir}
install -m 0755 %SOURCE0 %{buildroot}%{_bindir}/yourscript
%files
%defattr(-,root,root)
%{_bindir}/yourscript
%clean
rm -rf %{buildroot}
