You can't. At least not directly.

One work-around would be to create an ext3 filesystem in a file (with the
help of a loop device) and use mkisofs to wrap that ext3 image file into
an ISO 9660 CD filesystem and then burn the ISO to CD. However, that would
give you one big file on the CD which you would have to mount via a loop
device everytime you want to read the files stored within.
