root is denied the ability to change permissions?

Presuming everyone is correct AND fedora is RedHat Linux of a sort, PAM 
is the authentication tool used to manage things like passwords or user 
creation.

If the partition he's working on is vfat / NTFS then that would clearly 
explain it.  I haven't seen a response regarding this yet.
