That sounds like two questions.

Putty is a good ssh cleint for windows.

In order to have X-Windows support that is a seperate kettle of fish.
I think I had XFree86 running under Cygwin, at one time.
You could also use VNC or Linux Terminal Server Project, to get remote 
access to X applications.
