I have that problem too, 
but I found out further, 
there is local.conf in /etc/fonts that's belong to fontconfig

I just use, 
cp -p /etc/fonts/local.conf /etc/fonts/local.conf.origin
rpm -ivh --force ttf-arkpandora*.rpm

and noticed that tymes and areal will replace serif and sans-serif fonts family
so I just delete line in local.conf for sans and sans-serif
(in mozilla and galeon-1.3.8 will look ugly if using tymes :) )
