And how do I manually update the /etc/issue file? Up2date had done all of the upgrades since Test 1 so far and I wonder why this file was overlooked?

Make sure you have the right "fedora-release" package installed. My
fedora-release-1-3 includes an /etc/issue file that has the right
versioning.
