curl devel for xine installation

I am trying to install xine-0.9.22-2.fr, xine-lib-1.0.0-0.3.rc2.fr, 
gxine-0.3.3-2.fr from freshrpms.net, and I get that curl-devel is 
missing....where do i find it???
