Good ol' majordomo:
  
   # subject_prefix       [word] (undef) <resend>
   # This word will be prefixed to the subject line, if it is not
   # already in the subject. 

Note the if clause. Works just great. 

Never looked careful enough at mailman so far, and Fedora uses mailman. I
tried some time ago to switch to mailman, but wasn't able to use it the
way I need, so I let it be.

Now I'm curious if this isn't just another serious reason to stay aside 
from mailman and stick with majordomo.
