I gave up and edited it by hand.  I just have to remember never to run the
redhat config program again or I'll lose it all.

What I wanted to do was to deny access to "/" to anyone outside the NAT and
allow access to other directories only if they're parts of virtual servers.
It's an easy thing to configure, but it seems that the redhad config program
doesn't quite get it right.
