what is needed to get rhgb working in lilo

Hmm after dinking around with rc.sysinit to test why it was not trying
to start rhgb, it appears that the test for  -x /usr/bin/rhgb is
failing.  once the system is up it is there. /usr is not even mounted at
the point rhgb starts is it?
