I haven't used redhat-config-packages yet, but this symptom could be due
to RPM database locking problems.  Try kill -9'ing all rpm-related
processes ("ps -A | grep rpm"), then run

  rm -f /var/lib/rpm/__db*
  rpm -vv --rebuilddb

as "root".
