It's not a metacity bug, I added a comment to the mozilla.org report.
GNOME, KDE, Windows, Mac all put dialogs on top of their main window. If
a window doesn't belong there it probably isn't a dialog and Mozilla
shouldn't mark it as such. In any case 500 other things will break if
you don't keep dialogs on top, so this has to be fixed in Mozilla if
it's changed.
